Scope
The described programme accompanies payment-service launch and must follow KASAPAY’s authorised status. It is not proof of authorisation. Reference frameworks include DRC payment law and the updated AML/CFT framework, whose references are set out on the BCC’s official website.
Progressive checks
The planned verification process has four levels: verified phone; completed profile; reviewed official document; and enhanced checks with address evidence and a holder photograph. The app identifies documents and conditions accepted for the available workflow. Entering a name is not documentary verification.
Limits depend on verification and instruments. Providing more documents does not guarantee access to every service.
Monitoring and review
Checks address identity, unusual payments, structuring and risks associated with applicable sanctions. Matches and alerts require assessment; politically exposed status alone does not mean a person has committed an offence.
Evidence may be requested and a payment held during review. No automatic review deadline is promised.
Reporting and confidentiality
Reportable matters are submitted to CENAREF or the competent authority under applicable law. Legal disclosure restrictions may limit explanations to users. Partners remain responsible for their own checks; their verification does not replace KASAPAY’s.
Retention and rights
Necessary records are kept for applicable durations and starting points. The planned ten-year retention period must be applied per category and does not justify keeping every website form for that period. See privacy.
For an identity error or a decision requiring review, use support; do not bypass checks.
Applicable sanctions and mistaken matches
The programme must identify which sanctions and restrictive measures legally apply to KASAPAY and its payment channels. A name match alone is not a final finding. Identity and relevant context must be checked; a person may request correction of inaccurate identity information through the complaint channel, subject to lawful disclosure limits. Any restriction or freezing measure follows its legal basis and authorised procedure, with pending payments and returns still accounted for.
The screening provider, applicable lists, frequency of checks and freezing procedures remain to be confirmed before operation. The authorised scope, compliance owner, applicable measures and escalation procedures require confirmation before launch. The BCC's current AML/CFT framework references the 2022 law as amended in 2025; applicable duties must be assessed against the final status, rather than inferred from the word “aggregator”.
The national sanctions authority CONASAFIC publishes targeted-financial-sanctions information and implementation materials. Applicable lists and duties must be confirmed for the authorised service; listing an authority here does not claim that KASAPAY is connected to its tools.
